September 30, 2011

Dear friends of Radyo Natin Guimba at Alay Bayan-Luson Inc,

Hope you are doing well!

At the moment the most vulnerable sectors of the island Luzon, the Philippines are in the middle of much misery because of the wrath brought about by typhoon Pedring (with international name Nesat) and.

Pedring, whose wrath was felt in almost the whole of Luzon, left at least 40 dead, with 35 people missing, according to the National Disaster Risk Reduction and Management Council (NDRRMC).

At least 171, 570 people were affected by typhoon Pedring 47,709 of which are still seeking refuge in evacuation centers.

NDRRMC estimates Pedring’s agricultural damage cost at P16,204,840.63, and damage to infrastructure, housing and school buildings amounts to P100, 264, 840.64.

Several villages are isolated and can not be reached, the roads are destroyed and the system of tele-communication is broken down.

As always in case of disasters, the poor -peasants and workers and especially  indigenous peoples, women and children- are most vulnerable to the onslaught of natural and man-made disasters. They are less capacitated to deal with disasters because of their poverty and also because the government hardly provides the poor with the means to overcome disasters.

For Relief Distribution Operation in Nueva Ecija,Radyo Natin Guimba, has teamed up  with Alay Bayan-Luson Inc. (ABI), a non-stock and non-profit, non-government organization, operating since 2000 as a regional center of the Citizens Disaster Response Center in Central Luzon in order to promote a community based disaster management program. Alay Bayan-Luson Inc. is registered at the Security Exchange Commission.

Since 2000 ABI has developed as its main programs and services: disaster preparedness & mitigation programs, emergency response programs and rehabilitation programs.

Alay Bayan-Luson Inc is being approached by Disaster Preparedness Organizations and several organizations and institutions in Pampanga, Aurora, Zambales, Nueva Ecija, Tarlac and Pangasinan for basic emergency needs of thousands of families who until this moment still severely suffer from the onslaught of typhoon Pedring.

We are approaching you with the request for your much urgently needed support in order to serve the basic emergency needs of thousands of families in Central Luzon, particularly in the province of Nueva Ecija. Together we will have our first relief distribution operation in most affected barangays of Guimba.

In close cooperation with people’s organizations, non-governmental and local government organizations in the above mentioned provinces, Alay Bayan-Luson Inc. has started conducting Damages, Needs & Capacity Assessments (DNCAs)  in several communities of the onslaught of typhoon Pedring and together we are planning to start off on October 5,2011 with relief operations in Guimba, while preparing for more relief operations in other municipalities of Nueva Ecija

In overcoming their heavy losses, affected families immediately need assistance.

For the moment they particularly need:

·  Food provision: rice, beans, dried fish, cooking oil, sardines, sugar,

·  Potable drinking water

·  Plastic water containers

·  Laundry soaps

·  Mattresses,  Blankets and clothes

We still remember in gratefulness the support you have given in the past for the survivors of past typhoons. But we hope that again you and yours friends can support in helping to the survivors of Pedring to help themselves and for us to be able to deliver immediately the very much needed services and goods to the most vulnerable sectors. Your support will be highly appreciated and of great help. Without help from outside we are very much hampered to help them in their primary needs.
